What Sydney Water _Should Be doing_

Instead of fining people (like it’s their fault) and raising revenue, Sydney Water should do what the smart folks in Denver are doing. Educating the public, advertising/marketing the ideas to them, showing them acceptance(message), instead of fear(fine).
